It was not uncommon before the barrier to call Tevinter a dictatorship, but with the arrival of earth and magic to keep the Tevene people in and all of Thedas out... that only became worse. From 9:44 Dragon until 9:50 Dragon, the Tevinter people have been locked behind a barrier, living under a military regime that favored mages and used non-mages in menial labor and the military.
